On a fairly regular basis I see examples of the converse of this. Today, for example, I see that an Australian gentleman was arrested in a somewhat vulnerable state on his bicycle. From the Port Douglas Gazette,

Police originally pulled the man over because he was not wearing a bicycle helmet, but it became evident he was not wearing anything at all, with police reporting the man’s buttocks were clearly visible .

It’s good to know that Australian authorities will look you in the eye, and not let their eyes wander until they have reasonable cause to suspect that you are doing something illegal with some other part of your body. Such as exposing it.
